The patent application confidentiality review procedure refers to a review procedure that needs to be carried out in accordance with relevant regulations when the applicant intends to apply for a patent abroad for an invention created in the country to determine whether the patent application itself involves national security or major interests . For the sake of national security, most countries in the world have formulated corresponding confidentiality review systems.   • Russian patent confidentiality examination system: Article 1395 of the Civil Code of the Russian Federation stipulates that foreign patents shall not be applied for earlier than 6 months after the application is submitted to the Russian Patent Office. This requirement is due to the need to check the contents of the patent application for information that constitutes a state secret. Applicants also need to ensure that their application does not violate the confidentiality requirements and export restrictions stipulated in the Russian Federation Law No. 21.07.1993 on Owners of Information.
