Recently, the Biden administration released the "Roadmap for the Implementation of the U.S. Government's National Standards Strategy for Critical and Emerging Technologies". The roadmap is a supporting part of the U.S. government's "National Standards Strategy for Critical and Emerging Technologies" in May 2023, and emphasizes the important role of the USPTO in building a fair and balanced ecosystem around standard essential patents (SEPs).

To support the goals of the implementation roadmap, the USPTO plans to continue working with foreign governments to provide balance and efficiency around fair, reasonable, and non-discriminatory (FRAND) licensing. In addition, the USPTO will work to develop and deliver educational training for small and medium-sized enterprises that will specifically focus on intellectual property rights related to standard setting and implementation.

The USPTO will continue to work with foreign partners to build alliances and strive to improve the efficiency of the SEP licensing market. So far, the USPTO has signed a memorandum of understanding (MOU) with WIPO and the UK Intellectual Property Office (UKPO) on July 20, 2022 and June 3, 2024, respectively, to cooperate in resolving disputes related to SEPs.
